Job Description

Key Responsibilities and Functions 

Leadership and Team Development

  • Provide leadership to the Governance and Risk Team, ensuring effective development of staff capabilities and the provision of quality conversations and feedback and referring issues to the Manager Governance, Risk and Performance as required.
  • Lead the day-to-day operations of the Governance and Risk Team, including identification of resources required to effectively deliver all services.
  • Identify service improvements in all key responsibility areas as a means of instilling a culture of continuous improvement and the highest quality service delivery.

Governance and Statutory Compliance

  • Maintain the Governance Framework to support the application of good governance practices across the organization including associated policies that align to the Framework.
  • Provide strategic oversight and advice in relation to Councils legislative obligations in particular and not limited to the Local Government Acts, Freedom of Information Act, Privacy and Data Protection Act, Public Interest Disclosures Act and Charter of Human Rights.
  • Coordinate the timely and accurate provision of advice regarding legislative changes for the organisation, including recommendations to changes in processes, procedures and policies.
  • Lead the development of an effective reporting mechanism for the requirements under the Local Government Performance Reporting Framework.
  • Coordinate the development of the Governance section of Council’s Annual Report.
  • Prepare and deliver to Council written summaries, briefing notes and reports on a range of relevant topics when required.
  • Assist in the development, review and implementation of governance policies, procedures and continuous improvement activities
  • Coordinate statutory reporting obligations and ensure compliance with deadlines (e.g., Governance Rules, Councillor Code of Conduct, Audit & Risk Committee support)
  • Prepare induction packs and related governance material for incoming elected Councillors.
  • Coordinate professional development programs for Councillors in accordance with mandatory obligations.

Council Meeting Management

  • Coordinate the provision of administrative and operational support for Council meetings and Briefing Sessions through the timely and accurate compilation of agendas, minutes and action register.
  • Lead the development and implementation of improved meeting management practices including preparation and distribution of the Agenda and Minutes of Council Meetings and Briefing Sessions and Delegated Committee where required.
  • Provide support and advice in the application of the Governance Rules for Council Meetings and Delegated Committee Meetings where required.
  • Implement contemporary meeting procedures through the regular review and maintenance of the Governance Rules.
  • Support the development and upskilling of staff in the preparation and presentation of reports to Council

Management of Council Information Databases

  • Development and oversight of the maintenance of information databases including but not limited to; the Policy Register, Statutory Registers, Risk Register, Delegations and Compliance Registers.
  • Assist staff with the development of new policies, systems and procedures to ensure the free flow and ease of access to information contained in these databases across the organization and where appropriate, by the community.

Key Selection Criteria

  • Tertiary qualifications or extensive experience in the relevant field appropriate to the level of the position.
  • Highly developed IT skills and high level knowledge of the Microsoft Office package and other relevant software programs.
  • Demonstrated ability to efficiently manage and prioritise responsibilities to achieve departmental objectives.
  • Advanced oral and written communication, customer liaison and report writing skills.
  • A history of engaging and influencing a broad variety of stakeholders.
  • High level process/systems/analytical thinking including familiarity with customer relationship and service management systems and technology.

Essential qualifications and experience

  •  Tertiary qualifications or extensive experience in the relevant field appropriate to the level of the position
  • Broad knowledge of local government and its functions
  • Demonstrated experience with managing complex projects
  • Experience in analysing opportunities for the pursuit of improvement

Desirable qualifications and experience

  •  A general knowledge of Moira Shire.
  • Prior experience in a similar role within or external to local government
  • Knowledge of and the ability to use change management tools and techniques
  • Experience in working constructively with groups
