Job Description

Key Responsibilities and Functions

General

  • Assist in development, implementation, delivery and evaluation of Council’s environmental projects, and initiatives relevant to energy efficiency, renewable energy generation, water, waste production and greenhouse gas emissions including contract management, procurement and quality control.
  • Contribute to the prioritization of Council’s sustainability programs through joint ownership projects and initiative across Council – with a focus on monitor and investigate emerging issues and trends to ensure Council is kept up to date, and able to respond to new environmental priorities across all departments Supervision and management of Council’s electricity contracts including internal procedures for individual account processing.
  • Support the development, maintenance and use of Council’s database/s and inventory process (including but not limited to water use, energy use, waste production & greenhouse gas emissions) to enable effective delivery of Council’s environmental projects and initiatives
  • Assist with the development of reports and progress of projects within Council, to the community and/or external organisations
  • Assist with preparation of annual reporting detailing Councils environmental sustainability actions and performance
  • Provide leadership, actively participate as a team member and contribute to the achievement of the Council Plan objectives
  • Manage and facilitate Council’s Water Trading portfolio including water allocations in line with Council’s Water Trading Policy
  • Participate in and attend forums such as Goulburn Murray Climate Alliance (GMCA), Integrated Water Management (IWM) as a representative of Council
  • Develop and prepare Council reports and executive briefings for relevant service delivery area.
  • Reporting on Waste and Sustainability data externally and internally as required.

Liaison 

  • Liaise with internal staff, relevant organisations, government departments, agencies and authorities, landowners, the community, business and industry and other relevant stakeholders on environmental sustainability issues
  • Liaison with relevant stakeholders to identify and coordinate activities and strategies

Strategy and Policy Development

  • Continue to strengthen opportunities for reporting of sustainability initiatives
  • Provision of high-level technical advice, information and assistance to the Manager Waste and Sustainability.
  • Collaborate to prepare applications and submissions for funding for environmental sustainability projects
  • Research into feasibility of future funding for water and energy efficiency projects

Education

  • Contribute to the development and implementation environmentally sustainable programs and initiatives throughout Councils operations
  • Work with other agencies and relevant stakeholders to implement plans and strategies including Council Plan, Environmental Sustainability strategy (ESS), and any other environmental strategies or plans as they arise.

Administration

  • Review, development and implementation of relevant Council policies and procedures
  • Management and processing of accounts, billing and contract payments for Council’s utilities

Essential qualifications and experience

  • Degree or Diploma level or lessor qualifications with on the job experience (demonstrated in environmental science, natural resource management, farming and irrigation or vegetation control or similar discipline)
  • Ability to work in accordance with Council’s values and behaviours
  • Demonstrable experience or a strong interest in renewable energy technologies
  • A demonstrated knowledge and understanding of environmental sustainability issues in the Local Government and Moira Shire community context
  • Understanding of Local Government – functions, processes and operations
  • Assist with delivery of up-to-date and timely advice relating to environmental best practice, new innovations, environmental tools and changes to broader policy contexts
  • Demonstrated communication and interpersonal skills, with an ability to develop and maintain positive and constructive stakeholder relationships and work collaboratively and/or independently as required
  • IT literacy with Microsoft software packages

Desirable qualifications and experience

  •  Proven project management skills, including experience with tender and procurement for projects
