Job Description

Key Responsibilities and Functions

Governance

  • Coordinate the maintenance of Council's Policy Register, including tracking review timelines, providing guidance to responsible officers and preparing quarterly status reports for review by the Governance and Risk Coordinator prior to presentation to the Executive Leadership Team and Audit & Risk Committee.
  • Coordinate the maintenance of Council's Corporate Reporting Software including entering strategies and action plans as they are endorsed and development of performance reports against actions.
  • Coordinate requirements relating to the naming of roads, features and localities within the municipality in accordance with the Naming Rules for Places in Victoria and Council's Geographic Naming Policy.
  • Provide support in the coordination of Governance projects including the preparation of the Report of Operations (Annual Report), LGPRF (Local Government Performance Reporting Framework) and the Council Plan reporting.
  • Provide support with the preparation of agendas, minutes and secretariat functions as directed.
  • Provide support with the publication of the Notice of Meetings on the website for all Council Meetings and Delegated Committee Meetings, including the associated Agenda and Minutes, as directed.
  • Provide support to the Governance and Risk Team with administrative tasks relating to FOI, Privacy, complaints handling, delegations and authorisations, including maintaining associated records and registers as required.
  • Provide support with the preparation of statutory advertising or consultation materials including consultation forms, webpages and advertising, as required.
  • Coordinate the development and review of policies, procedures and forms for the Governance and Risk Team.
  • Provide support with the maintenance of the Compliance Register.

Risk Management

  • Maintain the Corporate Risk Registers (Strategic and Operational) and Fraud Risk Register, working with responsible officers across the organisation to ensure risks are identified, assessed and updated in a timely manner.
  • Assist departments in identifying corporate and fraud related risks and implementing controls to be monitored through the relevant Risk Register.
  • Prepare quarterly reports on the status of the Corporate Risk Register and Fraud Risk Register for review by the Governance and Risk Coordinator prior to presentation to the Executive Leadership Team and Audit & Risk Committee.
  • Support the review and implementation of Council's Risk Management Framework.
  • Provide support to responsible officers to progress actions resulting from risk assessments and internal audits.
  • Provide accurate and sound risk management guidance and advice.

Internal Audit

  • Support the coordination of the Internal Audit Program including scheduling of meetings with key stakeholders, distributing papers and maintaining action registers.
  • Assist with gathering and compiling documents in preparation for internal audits.
  • Track and report on the progress of internal audit actions, preparing status reports for review by the Coordinator Governance and Risk, prior to presentation to the Executive Leadership Team and Audit & Risk Committee.

Administration

  • Collate and compile data and information to assist the Governance Team in the preparation of reports to the Executive Leadership Team, Audit & Risk Committee and Council.
  • Assist in the maintenance of Council's online corporate library (web and intranet) including adopted policies, strategies, plans and all documents that Council is required to make available to the public in accordance with the Public Transparency Policy.
  • Provide support with the preparation of agendas, minutes and action item tracking for Governance and Risk related meetings, as required.
  • Process the Governance and Risk Team's requisitions, invoices and related tasks in a timely and accurate manner, ensuring compliance with Council's purchasing and financial procedures.
  • Provide general administrative support to the Governance and Risk Team as directed.

Desired Skills and Experience

Essential qualifications and experience

  • Demonstrated experience in a risk management, governance, administrative or local government environment.
  • Demonstrated ability to coordinate multiple tasks and competing priorities to meet deadlines.
  • Experience maintaining registers or databases with a high level of accuracy.
  • Demonstrated ability to prepare clear and accurate written reports or documentation.
  • Experience processing invoices, requisitions or financial transactions in accordance with established procedures.
  • Experience working with and managing confidential and sensitive information.

Desirable qualifications and experience

  • Relevant qualification in risk management, business administration, governance or a related field.
  • Understanding of or experience in local government operations.

Experience with risk management frameworks or systems.
